According to globally acclaimed author of modern democracy, a cordial relationship between a State House of Assembly and the Executive is crucial for effective governance and development. This relationship, characterized by cooperation and mutual respect, ensures smooth policy implementation, efficient budget processes, and a functional system of checks and balances. While conflicts can arise, a healthy relationship is vital for delivering on promises to citizens.
Key Aspects of a Cordial Relationship: The legislature and executive need to work together to draft, review, and pass legislation that addresses the needs of the state. A harmonious relationship ensures timely budget formulation, approval, and implementation, which are essential for development projects and service delivery.
The House of Assembly’s oversight role, including scrutinizing government spending, is crucial for accountability and preventing corruption. This function is more effective when there is mutual respect and understanding between the branches.
Mechanisms for resolving conflicts, such as dialogue and negotiation, are essential to prevent disputes from escalating and hindering governance. Both the executive and legislature must respect each other’s roles and responsibilities, avoiding interference in each other’s affairs.
Disagreements between the branches can lead to delays in policy implementation and slow down development. Conflicts can result in delayed or poorly implemented budgets, affecting infrastructure development and service delivery. A lack of cooperation can undermine the overall effectiveness of the government and erode public trust.
For development to strive, legislative arm needs to have a mature, educated, humble well articulated head that understands the nitty gritty and the rational behind being in the House and leadership of a prominent and important organ like legislature. Only then, a clearer and meaningful development would be achieved for the total progress of the entity.
Some people misunderstand what legislation is all about, especially in this part of the world. They think that for legislative arm of government to be working, it must have been at loggerhead with the executive arms, only in that situation it would be regarded as the working legislative. This is dead wrong. Any legislative arm being at loggerhead with executive are only delaying or even putting end to any meaningful development of a state. They need to work together in harmony and cordially for the state to develop with good separation of power coupled with respect reciprocating between them.
This is the practical example.of Zamfara state under the leadership of Rt. Honourable Bilyaminu Moriki heading the legislative arm and the Executive Governor HE Dauda Lawal Dare(PhD). They mater the Cardinal responsibilities of each organ and why they are there – which is to join hands together and develop the state for the overall interests of the people.
That’s why I’m the history of Zamfara state, there’s no time the state and people witness a remarkable development in different strata of human and physical endeavours. The executive arms under His Excellency Dauda Lawal WHO, apart from being season financial, development and administrator, he masters the policy of respecting the work of the legislators and accord them the due respect and recognition.
And in return, the legislators also elected a man of timbre and calibre who understand the terrain and politics of give and take – who also knows the reason why he’s there a a legislators and their leader which is to see how the state would be developed. With this remarkable change of leadership in the state and the existence of good working condition between the two arms of government, the state has witnessed drastic change and extraordinary development in terms of leadership and physical development which an indigene of the state now brag in the comity of State in the country.
Zamfara state has opened an era and page for development courtesy of the good and harmonious working relationship existing between the two arms. Unlike other states where the arms are battling for superiority and politics. In Zamfara state, the case isn’t same; the state is witnessing an unfamiliar change for the better of citizenry in the state.
Kudos must go to the Honourable Speaker, Rt. Honourable Bilyaminu Moriki for exhibiting professionalism and maturity in sparing the helms of affairs in the course of his duty, and the Executive Governor, HE Dauda Lawal Dare (PhD) for according the House the due constitutional respect to discharge its responsibility as enshrined in the Nigerian constitution.
