The Chairman of Zamfara State Chapter of Trade Union Congress Comrade Mansur Mustapha Kaura has called on the state Governor to as a matter of restoring sanity on the state salary payroll ensure total decentraliselation of the payment of monthly salary to civil servants so that Ministries and Agencies of the government can be able to have accurate record of their genuine staff.
The Labour leader made the appeal during a Thunder Blowers TV show “Tiryan Tiryan” last weekend.
He said there is no way crises of ghost workers can be effectively addressed in the state payroll when payment of salary is still centralised and that the Ministries and Agencies of government do not have stake on who is paid salary and at what point.
He said during the last administration of Governor Yari they have a cause to go to the State Executive Council and defend the this arguement to an extent the State Executive Council issued an Exco conclusion instructing ministry of finance to decentralise payment of salary to ministries but added that to the dismay of every one up to the end of the regime the directive has not being complied with by the State Ministry of Financ.
“When Ministries are saddled with the responsibility of payment of salary the permanent secretary would know his number of staff, those coming to work and those who are not and that whatever happened with the payroll the permanent secretary or the head of administration in that ministry would be hold responsible”.
He said in as per as payment of salary is centralised with the ministry of finance issue of check and balance, question of productivity and who to be hold responsible for any thing like hike in the salary figure cannot be properly checkmated and dealt with by the government.
He said there has been strong suspecion as to why the State Ministry of Finance is not willing to comply with the Exco resolution by decentralising the system of salary payment noting that, the current administration need to act urgently in that regard.
