The Director of Finance office of the Deputy Governor Mr. Mai Kano Yan ruwa said he has been issuing two separate cheques of (N10M) each to the Principal Private Secretary to the Deputy Governor Umar Aminu Game-Game on monthly basis on behalf of the Deputy Governor as security votes.
Yan Ruwa who raised the issue when he appeared before the panel investigating the allegations against the Deputy Governor said from July 2020 to December he has issued two separate cheques of (N20M) naira on monthly basis to Umar Aminu on behalf of his principal.
He also said he issued another cheque of (N10M) naira also on monthly basis to one Lawali Adamu the cashier for administrative running cost.
He told the panel that he issued the three cheques based on the verbal approval, noting that the Deputy Governor has not issued any written approval or standing order.
Asked how the security votes are spent on a monthly basis, Yan Ruwa said he cannot account for that since it was the PPS that collect cheques and retire them at the end of the month.
While trying to enumerate abnormalities in the money allocated to the PPS on the monthly basis, Yanruwa said, even the auditors have queried some of the vouchers raised by the PPS and at a point, he has to call the attention of the PPS and Permanent Secretary concerning the query.
On the issue of receipt of (N1.8M) presented by Umar Aminu regarding the sponsorship of students to Zamfara College of Arts and Science, Yanruwa said, the PPS only brought the receipt without the names of those sponsored.
