I write to share my point of views on the subject matter above and the i am about to share may not be in conformity with the reasoning of others, but at least it is a clear reflection of genuine convention and practice.
I learned that, the Governor of Zamfara Dauda Lawal has suspended the inauguration of the commissioners nominated until after the completion of a three-day retreat organized in Kaduna.
For me, this decision is very wrong because it is in clear contravention of the usual convention and practice that is known to the people.
The usual practice is, after nominees are confirmed by the members of the state house of assembly, the Governor fixes a time to inaugurate them and assign them portfolios.
After that, time will be fixed for the commissioners and indeed their Permanent Secretaries and some selected directors to converge together for a retreat.
The essence of assigning a portfolio to the commissioners before the retreat is for them to be able to understand the peculiarities of their ministries, technicalities involved and the extent of the departmental jurisdiction.
This will also guide them as participants on what questions they should ask to get more clarity on baseline of operation as Commissioners.
Not only that, their deployment as well understanding the capacity of the appointees will help the government to determine the nature of resource individuals that are needed to be engaged for the retreat.
So the decision, in my opinion, is wrong.
