ZAMFARA HAS NEVER ELEVATES ANY PARLIAMENTARY STAFF TO THE RANK OF PERMANENT SECRETARY

The Chairman of Parliamentary Staff Association of Nigeria PASAN Zamfara State Chapter Comrade Kabiru Maisalati Dauran has alleged that part of the injustice members of his association suffered was that, no one was ever elevated to the rank of a permanent secretary in the state civil service.

Maisalati who stated this when he featured in a TV show programme of Thunder Blowers Multi media services Dawache Kazo said, since the creation of the state parliamentary staff in Zamfara used to end their carriers at the rank of Directors and Deputy Directors.

“Even if you raise to the rank of Clerk to the house the highest you can reach in promotion is deputy director or director if one is lucky we have many of them here in Zamfara and for us, it’s an injustice”.

When asked about the experiences in some other states Mai Salati said, I’m some states parliamentary staff used to be elevated to the ranks of permanent secretary and at least many of them who were raised to that status were able to enjoy certain benefits attached to that rank especially considering the volume of sacrifice parliamentary staff used to put in making sure that legislative aspect of government job has gone smoothly
.

He lamented that, if the financial autonomy of the parliamentary is granted, the house of assembly service commission can be well equipped to take care of the implementation of the promotion of its staff, recruit more staff instead of casual ones, and also procured official vehicles for effective service delivery.

He added that though the Governor has renovated the house of assembly complex to the international standard, there are many problems affecting the members and staff of the parliament especially that the state house of assembly has only one single bus which is used by the 24 members of the state assembly in conducting oversight functions
.

Two committees cannot go out for oversight functions at the same time due to lack of official buses and if to say we have free hands with our funds house would buy enough buses for the committees to be able to go out for legislative oversight and for other staff of the house as well to be able to do other things.

He also lamented that there are many staff members who had worked for the state house of assembly for years as casual staff who are ordinarily supposed to be absorbed on permanent and pensionable carrier simply in order to add in to the staff strength of the legislative arm of the government.
