The executive Secretary of Zamafara State Contributory Health Management Agency ZAMCHEMA Dr Yusuf Abubakar has accused the former Chairman of Nigeria Labour Congress Zamfara State and immediate past Executive Secretary of the Agency Comrade Bashir Abubakar Mafara of refusing to hand over the affairs of the agency 30 days after he was appointed.
The Executive Secretary made the allegation during a Press Conference held in Gusau the state capital on Wednesday.
He said the refusal for the handing over was deliberately done by the the former Executive Secretary for reasons best known to him noting that, it was almost an embarrassing moment for him when he was accompanied by his relations for the handing over only for him to be ask to wait till the handing over note was made ready.
He further said, as Executive Secretary, what was handed over to him was a document short of details explanation of the activities of the agencies adding that the former ES left a lot of things un-achieved.
He said, when he came on board he renovated the office edifice, provided furniture and office facilities, develop operational guidelines, get the agency connected with all the relevant partners and also fulfill all the requirement for the disbursement of grant to the agency by the National Health Insurance Scheme NHIS.
He described as baseless the allegations by Zamfara Circle that, he single handedly ordered for rescheduling of the operational training from Kaduna to Zamfara noting that, the Ministry of Health financed the training 100% and because of the financial constraint, the Commissioner suggested that, the opening of the five days training be done in Gusau while the training for the remaining four days be done at the conference hall of the agency.
On the allegation of under payment, Dr Yusuf said, the participants at the training were paid by save one million lives directly and that the agency was not involved in the payment for the training as alleged by the petitioners.
He noted further that, the NGO was wrong to have accused him of siphoning money from the Zenith Bank account hence the account is been operated based on the matching order from the executive Governor of the state.
