The former gubernatorial candidate of All Progressive Grand Alliance APGA in Zamfara State Alh Sani Abdullahi Shinkafi has petitioned the Economic and Financial Crimes Commission EFCC Sokoto Zonal Office over allegation of financial missapropriation of eight hundred and seventy eight million naira (N878,000,000.00) against Zamfara State former Commissioner for Education Science and Technical Muhammad Muttaqa Rini and three others.


Mr Abdullahi Shinkafi in a petition dated 23rd of June 2020 alleged that the above  named contract was fictious and adduced some evidences to justify reasons why his petition requires thorough investigation by the anti corruption body


Part of the petition reads “I wish to request the commission in the interest of citizen of Zamfara State to invite Muhammadu Muntaka Rini, Adamu Muhammad Adamu former Accountant General, Abubakar Bello Fori Fori former Permanent Secretary Ministry of Finance, former Commissioner of Education Mukhtar Aliyu Lugga for questioning and possible prosecution over his role in the award of fictitious contracts awarded to the immediate past Commissioner of Science and Technical Education to supply the following to the Ministry of Education”


The petitioner gave the break down of the items approved for the supply as follows:


Textbooks   N450,000,000, 

Exercise Books  N378,000,000

Charcoal  N50,000,000 

Total   N878,000,000.00k Million.

The petitioner further alleged that, “While, he was still serving as Commissioner of Ministry of Science and Technical Education from 2017 to 2019 being a Member of All Progressives Congress (APC) he thought to be untouchable as the former Governor Abdulaziz Yari administered Zamfara State as his personal estate, with impunity which is a total violation of financial regulation Act and Bereau of Public Procurement Act respectively. There is thus, a glaring case of stealing, unlawful enrichment and money laundering of public funds”.



Sani Abdullahi therefore urged the commission to under take forensic audit of the book of account, cash inflow, Muntaka Rini Bank Account domiciled at Zenith Bank Nigeria Plc, request for E-Payment Transfer dated 20th June, 2017 as per Ref No. MOF/CA/SB/EPT/002/2017 to Branch Manager UBA Bank Plc, Gusau.


He also attached letter of approval for the supply of textbooks, exercise books and charcoal address to Muhammad Muntaka Rini to Ministry of Education Zamfara State. Payment voucher MANR/ZAM/HQ/VOL1/2017 Muntaka
